Health insurance plans only count subscribers as enrolled in a health plan once they’ve submited a payment. That is when the carrier sends out a member card and begins paying doctor bills.
When the Obama administration releases health law enrollment figures later this week, though, it will use a more expansive definition. It will count people who have purchased a plan as well as those who have a plan sitting in their online shopping cart but have not yet paid.

At the height of Dirigo (Maine’s state-run healthcare plan)they counted all the applicants as enrollees...even if they immediately cancelled and never paid a premium...just to pad the pathetic numbers.
Who counts as an Obamacare enrollee?

If you’ve ever been on the internet and searched for something with the words “Affordable”, “Health”, “Care”, or “Obama” in it, you’ve tried to enroll.
If you’ve ever used search engine and wound up on a government site, you’ve tried to enroll.
If you’ve ever used a search engine and landed on a site with one of the letters “A”, “H”, or “C” in it anywhere, you’ve tried to enroll.
And if you’ve gotten a haircut in the last 30 months, you’ve already received services.
Read the fine print. I guarantee it’s in there. /s
If you’ve crossed the border in between entry stations we will count you.
