A truly sincere apology would include an offer to make reparations for the harm caused. This will not be forthcoming. Hence, this apology can be taken with a grain of salt along with every other spew that comes from this man.
I don't think Obama has the stomach for it....(no pun intended)
Apologies are not sincere without attempting to fix the damage. Or quitting the offending action. Much like repentence.
