IIRC, he moved to a more Democrat-friendly district so he could befoul the House once more...
So Grayson is just espousing the view of thousands of ‘friendly’ like-minded voters. He is just being what his constituents want him to be. There is ALOT of befouling of the House which VOTERS are fully responsible for.
