Why didn't he START with the "best and brightest" initially?

For such a huge project as this, the A-Team was not initially utilized?

No the team he hired was the one Canada had used, and fired, for some reason.

I guess they were the B-Team.......

I still wonder if ObamaDon'tCare legislation was designed to fail - but I'm not exactly sure why...
