German Chancellor Merkel Angela Merkel met with Palestinian President Mahmoud Abbas on Friday and called on Israel to show restraint with its settlement policy so as not to jeopardize the ongoing Middle East talks. In a joint press conference with Abbas in Berlin, Merkel said a grand-coalition government in Berlin would continue to provide aid to the Palestinian Territories.
“We have always advocated a two-state solution. We have always advocated aiding and supporting the Palestinian Territories, advancing the peace process, advancing economic development and I am pretty sure we will conduct our foreign policy with this continuity,” Merkel said. …

There is existing international law that determines what an occupying force can and/or must do in the occupation.
The occupying force has the authority to seize land that they need to administer the occupation, but they don't have the authority to seize land to settle their citizens.
Way back when the first lands were seized for settlement the Israeli Supreme ruled that the seizing was illegal. It was after that ruling that Israel discovered a law from the days of the Ottoman Empire that did allow them to seize land.
The polite response in Hebrew translates to “Get lost!”
Settlements equal civilization & prosperity. For all. Bottom line.
