Even if the people that sign up don’t have much money, ID theft is still lucrative. By assuming the identity of an enrollee or anyone giving personal info, they can submit bogus claims to insurance companies. That’s why no one should create an account on line, except the moronic 0-voters of course.
This happens in Medicare and Medicaid all the time and those programs have stricter fraud prevention programs.
