NEW YORK (Reuters) - Blank boxes where security questions are supposed to appear. Pleas to "be patient." Error messages galore. Notices that "the system is busy right now." Web pages timing out before they load. Garbled lines of text riddled with stray question marks.

Technology experts and government officials were stumped about the reasons for the computer glitches plaguing the Obama administration's launch of new health insurance exchanges. They variously blamed an unexpected deluge of customers and outright errors that information technology (IT) teams labored throughout the day to fix.

Officials scrambled just to keep up with what was working and what was not. In a late-afternoon call with reporters, Marilyn Tavenner, administrator for the Centers for Medicare & Medicaid Services (CMS), said that the federal website running the 36 exchanges operated by CMS had "added capacity" to address the problems with the security questions. Told that users were still blocked by security-question snafus, she said: "We are making improvements as we speak."

What if someone doesn’t have health coverage in 2014?

If someone who can afford health insurance doesn’t have coverage in 2014, they may have to pay a fee. They also have to pay for all of their health care.
When the uninsured need care

When someone without health coverage gets urgent—often expensive—medical care but doesn’t pay the bill, everyone else ends up paying the price.

That’s why the health care law requires all people who can afford it to take responsibility for their own health insurance by getting coverage or paying a penalty.

People without health coverage will also have to pay the entire cost of all their medical care. They won’t be protected from the kind of very high medical bills that can sometimes lead to bankruptcy.
The fee in 2014 and beyond

The fee in 2014 is 1% of your yearly income or $95 per person for the year, whichever is higher. The fee increases every year. In 2016 it is 2.5% of income or $695 per person, whichever is higher.

In 2014 the fee for uninsured children is $47.50 per child. The most a family would have to pay in 2014 is $285.

It’s important to remember that someone who pays the fee won’t get any health insurance coverage. They still will be responsible for 100% of the cost of their medical care.

After open enrollment ends on March 31, 2014, they won’t be able to get health coverage through the Marketplace until the next annual enrollment period, unless they have a qualifying life event.

Minimum essential coverage

To avoid the fee in 2014 you need insurance that qualifies as minimum essential coverage. If you’re covered by any of the following in 2014, you’re considered covered and don’t have to pay a penalty:

Once upon a time last year a nearby university (not mine) fielded a database module for financial aid that was insufficiently load-tested, and on the first day students were locked out of their financial aid exactly like this. Actually, it took the IT staff a week to fix it. Those who weren't fired. Yet.

This, however, is the federal government, wherein failure is only a means of demanding bigger funding. They have top people on it. Who? Top people (cue to closing scene of Indiana Jones). Oh, and it gets better. The people enforcing it are the IRS. The same people who ran conservatives through the wringer with respect to audits and exemptions are now going to be in charge of seeing who gets medicine.

It is simply astonishing to me how the proggies can look at this fiasco and not realize that it isn't their ticket to power, it's their ticket to irrelevance. Nevertheless, for those of them who are going to be depending on 0bamacare for their pacemaker, I wish them luck. You know how "glitches" can be.

The Y2K mess they were conjecturing would grind most of the world’s computer systems to a halt 1/1/2000 was an insult to us programmer-types from those days. Such a debacle was the equivalent of Clinton yelling, “Fire!” in a crowded theater, to distract from billions of dollars corruptly changing hands. A true debacle as described by the doomsayers would have required the incompetent “expertise” of all those gubmint program managers, systems designers and programmers working with 1993’s Hillarycare elite that they eventually assembled to design and implement 2013’s ZeroCare!

Just wait til some all these poor fools get this message on the days they are sick, feeling horrible, in need of care, and waiting, for HOURS to get through.

Kind of reminds me of the old CHAMPUS we used to have in the military, almost 30 years ago. You’d have to walk up at the crack of dawn and just start calling. You might get through, you might not. Usually you just gave up trying and had to get up even earlier the next day to try to be the FIRST to call in the a.m.

Colorado obamacare site is royally broken right now. Can’t do anything without creating an account, which is impossible because the “Create Account” button takes you to the same page as the “Login” button.

Did manage to look at some of the plan terms. People are going to be blown away at the costs. Pretty much around $600.00/month for an individual for a low end plan with around $5,000.00 deductible and $6,000.00 out of pocket.

If the House Pubs can hang tough for another week, the entire country will be begging them to stop this train wreck.

Of course they’re saying it’s because so much traffic. But are they saying the only ones who signed up are the only ones who could get through? Maybe it could be sticker shock.

Can anyone tell me if the first payment has to be made at sign up? If so, how?

I work in telecom and do the IT beta [actual user] testing for my department.

We have a single word for the way they implemented this - KLUGE ...

Here are some concerns:

Did the programmers in each state exchange [plus DC and the Obamacare site] do alpha testing?

Did they then do beta testing?

Do the exchanges interface with the IRS to verify enrollment?

Do the state exchanges interface with each other, in case you move from one state to another?

Even if you get “enrolled”, will the exchanges ACTUALLY reflect that you paid your money?

Will the IRS system ACTUALLY reflect that you are in compliance?

Have they tested to make sure that your doctor can ACTUALLY get paid for your doctor visit when he ACTUALLY submits his bill?

And about a hundred other things ...
