I never understand why everybody has an excuse as to why they did something. So, she was manic depressive and suffered a rape years ago. Should that excuse crimes she commits today?

Sure. in today's world you can even claim that it was the crimes against your ancestors that made you do it and get away with it.

From the story: “However, Michele Finseth, Brooks’ mother told the court that her daughter suffered a mental breakdown at the end of last year as a result of a possible rape she went through 17-years-ago in Sudan.”
I don't know if either “17 years ago” or “possible” is enough to try to sway people to her side in regard to the matter of a 12-year old child being raped. Maybe others would sympathize.
