I'm thinking jurisdictional dispute. Been there. True story: local perp had a time bomb delivered to my office some years ago. As it sat there on the desk, ticking away, I had three Federal agents representing three separate agencies, D.C. police, and a Federal Protective Service guy all arguing at the top of their lungs over who had jurisdiction, as the EOD guys and their bomb truck waited outside. I excused myself to get a cup of coffee. In Virginia.

How many weeks did one man and a teenager have the city in confusion and chaos?

I figured at the time that 6 such teams scattered throughout the country would have ‘shut it down’.

Only problem is it takes a couple of REAL dummies to pull off and get away with what they were up to, even though we are overrun with dummies, doubt we could find 5 more teams with the same quals.....

Figure they have to be stealth - convince the world you are in a white truck/van and actually be in a multi colored Chevy sedan with a gun mounted in the trunk.

At least 1 needs to be a good shot.

Have to have the ability to mingle with the crowd and talk to the police while they are looking for you.

For not ‘knowing’ the area, they sure got around well.

Of course, to be fair, training and thinking varies WIDELY from city to city. And DC is not known as a quick-thinking, fast on their feet variant of law enforcement. (Unless of course, you want to engage in some sort of free speech)
