French Foreign Minister Laurent Fabius, who announced the move at a press conference, said the resolution would demand that the individuals responsible for the attack be put on trial at the International Criminal Court.
Fabius said it would also demand full disclosure by Assad's regime of its weapons programme, and that the arsenal be placed immediately under international control and then dismantled.

So France is proposing a UN resolution... to the same UN that 0zer0 called “paralyzed” by “hocus pocus”. A resolution that will be vetoed by Russia and China. No way anything gets through the UN Security Council unless 0zer0 takes all military action off the table.
