PARIS France and Germany on Monday welcomed a Russian proposal that the Syrian regime hand control of its chemical weapons arsenal to international supervision as a way of staving off the threat of military action.
French Foreign Minister Laurent Fabius insisted that Syrian President Bashar al-Assad "commit himself without delay" to the elimination of his country's chemical weapons arsenal.
"The proposal of Russian Foreign Minister Sergei Lavrov merits close examination," Fabius said, demanding that Assad "commit himself without delay to put his chemical arsenal under international control and to let all of it be destroyed".
Fabius also demanded that those behind the alleged August 21 chemical attack that killed hundreds outside Damascus be tried by the International Criminal Court in The Hague.
Fabius said Lavrov's proposal was "acceptable under at least three conditions".
Assad "must commit without delay to put his entire chemical arsenal under international control and have it destroyed", he said adding that this "operation must be carried out on the basis of a binding Security Council resolution, with a short timetable and firm consequences if he does not respect his commitments."

Just lost France.
From Zero hedge:
Kerry to Syria: Turn over your chemical weapons!
Syria to Kerry: Ok
Kerry to Syria: I was being rhetorical. We will just bomb you anyway, as soon as we are done gassing you.
Assad: Oh, darn! I knew there'd be a catch...........
This is so funny. John Kerry just got himself in a twelve piece bucket of trouble. Obama is probably saying, “If I wanted someone to shoot off his mouth and say something stupid, I would have made Biden Secretary of State.”
How can one tell?.............
Not bad for the bored kid slouching in the back of the room.
Syria policy is a mess.
Whose fault is that?
0bama backed himself into this stupid corner.
0bamas humiliation, despair and political defeat must serve as an example so that no president ever so stupidly puts our credibility on the line.
No bombing for Al Qaeda!
