As a military contemporary of the Senator, I can assure you that he was a well known character in all three aviation services for technical ineptitude that often bordered on the comical (except for the danger he posed to others) and as a completely out-of-control disciplinary shambles.
The logical explanation for his present position can only be "supernatural divine intervention." So, bearing that in mind, and pursuant to your kind and gentlemanly advice, I shall immediately cease attacking him on personal grounds.
