ok, but the issue of not being able to give away your own property, on public property or not, is still mind boggling
This afternoon, I encountered a homeless vet panhandling at a red light. I had four quarters in a tray on the dashboard, so I dropped them in his cup, apologized for only having a buck. As I was driving away, I noticed a VA ID card clipped to his cup. I wondered why he was panhandling. Doesn’t the VA provide meals for homeless vets? I’ve had minimal contact with the VA Hospital in West Palm Beach and don’t know if he should be hanging around the hospital or on the outside.
