Yes, the whole chapter is a message to Egypt; Isaiah prophesied from 739-681 B.C. Prophecy is never presented as particularly chronological; it is understood in both the historical context, the context of the surrounding verses, and in the book and in the whole Bible.
Egypt came to some prominence again during the lifetime of the prophets Daniel and Ezekiel, just before the destruction of Jerusalem in 586 B.C. Egypt was conquered by the Babylonians and then the Persians, then the Greeks, then the Romans.
It’s very interesting that in the first 4 verses some of these things are occurring now...
v. 1 not yet
v. 2 God’s inciting Egyptians against Egyptians
Perhaps their spirit has not yet been demoralized within them...since these prophecies were given by Isaiah, perhaps in our lifetime we may see them delivered into the hand of a cruel master and a mighty king ruling over them, v. 4, and their rivers dry up and canals emit a stench, v. 5-6 ...these things haven’t happened yet.
All that is described at lease from v.3 down have not occurred yet. Then v. 16 says “In that day the Egyptians will become like women, tremble & be in dread because of the waving of the hand of the LORD over them, and so forth to the end, v. 25...all still future, during the last week of Daniel (the last 7 years preceding Christ’s return).
Babylon (Iraq & allies) is going to rise again, but will be
destroyed by 10 kings who will give their power to the beast (the antichrist) to destroy her, Revelation 17:9-18 and Ch. 18.
