Maybe, but this place was so ruined the doors & windows often weren’t even boarded. I’ve seen areas like you describe (Newark has plenty); the giveaway is the trash, needles, and human feces on the sidewalks. No way in Hell Camden’s ghouls were keeping it that clean...
