I would be curious to know how the child welfare people came to know this.

In my experience it is usually a spiteful act on someone’s part. Anonymous tips to child welfare are often the initiating point of investigations in to “neglectful” parents.

Foster care would be reserved for those few truly needy cases.

"Foster care" would then fall into disuse, fewer "foster care givers" Less control, less authority injected into the lives of th citizenry.

Actually, from that story you can't tell one way or the other. Since it's unlikely that a child would be removed just because a parent toked while the child was asleep, at this point I'd guess that the father was perhaps not telling the full story.

Of course, it couldn't have been any worse than where they put her.
