As long as they are not blocking the entrance or forcibly making people listen to them, reading quietly or aloud is moot.

Almost everything is missing:
1. Were they reading quietly or out loud?
2. Were they there on business and just reading the Bible while waiting for the office to open?
3. Were they impeding anyone?
4. Were they trying to proselytyze?
5. Was it some kind of protest?
6. Were they trying to be arrested, i.e., do they have a martyr complex?
Most of these things are not crimes, but they do provide context. One Bible passage that impresses me is "do not cast your pearls before swine," and to me that is what most street preachers are doing, regardless of their right to do it. But the article does not clarify the intent of the people.
