Graham tells CBS News that his office is now hearing from frustrated officials within military special forces and intelligence communities who say they have good leads on the whereabouts of suspects in the attacks but can't get approval to take action.

I wonder where they found them? They’ve been under wraps for months. The way I read it, they're not interviewing the survivors -- instead, it's other people, like Col. Bristol, who were involved in the decision chain.
Presumably, the survivors are still "unavailable".
