Never have the problems with drug users, alcoholics and homeless people who frequent the levee been as bad as they are now, he said. Well, if you turn your city into a "haven" for the homeless and have lax drug and public vagrancy laws, this happens. The homeless AREN'T "just like me and you." They are mentally ill, addicted and care little for their environment (and I say this as someone who does charity work with the homeless every week).
Santa Cruz officials say they hope to address the problem by installing by September a fenced-in portable toilet that will be open 24 hours a day near the levee
The only thing the portable toilet will do is give drug addicts a place to buy drugs out of sight of the police and give the homeless a place to sleep and have sex.
