Just because she’s “expected” to sign off on it doesn’t mean she couldn’t stand up as head of the Church of England and say no. What would Parliament do, strip her of her crown? I don’t think so.
I am not sure that the Queen reads the same Bible as we do. We broke away from them because of their crazy Religious beliefs. They may be perfectly fine for England as they may not have the same teachings as we do. I know as a Catholic it is 100 percent known that gay marriage is a travesty. However some crazy religions throughout the World may not have the same teachings.

WRONG!
The Queen is constitutionally bound to act upon the advice of her ministers.
While she can theoretically withhold Royal Assent, the power has not been used since 1708. It's use would not trigger a General Election, it would trigger a Constitutional Crisis.
Since the Queen is bound to appoint a Government that can command a majority of the House of Commons, her opinion or confidence in it is immaterial. Parliament has passed an Act of Parliament. The Queen MUST sign it, regardless of her opinion.
In the day to day operations of her Government, the Queen has three rights, all exersied in confidence with her ministers:
-The right to be consulted
-The right to encourage
-The right to warn
Beyond that she must act as the Government advises.
The Government will answer to the voters as to the wisdom of the Act.
The fall of the Roman Empire in 1453 occurred after the schism between Rome and Constantinople had been healed.
The people who suffered the Turkish conquest were in no way more vile than those who didn’t suffer the Turkish conquest, and were in many ways more virtuous. It didn’t help them.
