Hundreds of them surely are. An Apache helicopter directed by an AWACS can take out just about anything without the target having any forewarning.
They can be easily detected and you targeted rather quickly.

Have you ever done a signal foxhunt? It involves a small dish and headphones, and if you’re using a VLF signal with CW (Morse), it’s going to sound very faint.
If you’re broadcasting from a radio shack on a few hundred or thousands of dollars of high end radio equipment with a static tower, Yagi, etc., then yes, they’ll find you.
If you’re on a tri-band HT in your car broadcasting on 440/220/SSB traveling at 50-60 MPH, not only are they going to have a devil of a time finding you, they’re not going to jam anything.
This is why I said LEARN HAM RADIO. I’m not saying, “Go buy a radio just to have it.” I’m saying “learn the science of radio.” When the SHTF, you’ll have a skill that will be in high demand, equipment that could save lives, and likely a leg up on the enemy since most “kids” (20-somethings) wouldn’t know the difference between Morse code and a tripped car alarm.
The gist of the article was that the Federal government could shut down all mass communications whenever they felt the urge. This means no cell, no Internet, no television. Try as they might, they'd never be able to shutdown radio. You're talking about an enormous swath of radio spectrum that they'd have to indiscriminately jam causing issues with legitimate radio use such as by their own people (the military) or law enforcement/emergency response.
Yes a typewritten letter attached to a carrier pigeon is going to be relatively undetectable, but the point isn't to go undetected, the point is to be able to communicate at all. If they subject us to communications blackouts, they could do whatever they wished to the masses such as putting up large fences, rounding up dissidents, leveling entire neighborhoods, and you wouldn't know anything.
If you make weak enough radio signal to be heard but a short distance, you'd be better off just passing a note or talking to the recipient. When the SHTF, you won't be traveling at 50-60 mph because you will prohibited from doing so. The US military can hit moving vehicles with a single shot; and, plenty of evidence was shown about that in GW I & II.
I know the science of radio.
I suggest that clusters of people learn to make and use scratchpad cyphers and establish old-fashioned "drop boxes". Electronic surveillance is well beyond what most people think.
I guess I’m thinking more along the lines of who will be in control of the military hardware, Gingis. Our military men and women today will not likely be at the helm of these modern war machines, as they’ll have been drummed out of the military by the faggots and communists.

I don’t disagree with the idea of sneakernet, but that only works for local communications. If you need to relay across a metro or a region, radio is the only way that can work.
Sure, as long as the intensity of the situation is low. People could even establish an organized net like the ARRL hams do using GRMS walkie-talkies. It will all need some grass-roots organization and some planning. My neighborhood association wasn't even slightly interested in emergency preparedness. They just knew the goberment would take care of us. I responded, "Katrina". It didn't help.
Once the military chooses to hump your part of the world, only couriers will work, as in "Paul Revere".
