From your first link, the delay is very limited in scope:
As reported in the Wall Street Journal, "For transitional purposes we have proposed that in 2014, a state may elect to have businesses choose one plan to offer employees, and in 2015 employees will be able to choose from the full range of plans in the marketplace," said Fabien Levy...
Not that huge in the overall scheme of things.

I say implement it NOW lets see how people like it before 2014 This is what I have been saying. Let's go Alynsky on them. We need to demand that it be implemented on time, exchanges in every single state, the exact same coverage i get now and at the same or less cost.
The system is unsustainable for 2 years.
When the public sees what a disaster it is we can step in with capitalist answers.
