Thanks for the clarification. I looked it up and cleared up one of my misconceptions. I think the public has the idea that all EMT's are paramedics. If she was just an EMT without the paramedic qualification, there is indeed very little she could have done for the woman, within the bounds of her competence. She could have done things she was unqualified to do, but that would have exposed her to legal and professional liability if the woman had died as a result of her aid.

I think the thrust of the Daily News story is that she lacked the milk of human kindness in refusing to even look at the woman. While I semi-agree with that, I don’t know if she’s taking on liability if she looks at the woman and then decides she lacks the know-how to deal with her medical problem. While I enjoy Monday morning quarterbacking as much as the next guy, this is how she earns her living, and taking on unknown risks that may kill a patient, thereby resulting in suspension and/or being banned for life from the profession is not something a typical accountant or soda jerk has to deal with.
