Why on earth would a citizen want to engage in document fraud?
Of course, no law-abiding citizen would.
The point is the fact that the law applies differently to those who broke out law to get here.
There are people who cannot get a job in finance / banking due to a bankruptcy, or simply cannot get new loans because of bad payment history, so they use a child’s Social Security Number to get a clean credit report.
It’s called financial child abuse.
