Interesting question. I don't know. Maybe slapping him around was enough. Maybe he's not Enemy #1 like Snowden because he didn't reveal data that exposed the US Government as intrusive spies and violators of We The People's constitutional 4th Amendment right to privacy and search and seizure laws.
