If I understand this correctly, Egypt fears that Ethiopia will dam the Nile River, upstream from Egypt and export water to Israel through a pipe line across the Red Sea.

Oh yes. Like Norwegian foreign minister Jonas Gahr Støre when he was unaware he was on camera, stated that he was talking to HAMAS and went into a frenzy demanding to do the interview over. All on live camera.
