(WMC-TV) - District Judge Kristine Baker sentenced a former West Memphis councilman and a West Memphis police officer for a conspiracy to commit election fraud.
Former West Memphis City Councilman Phillip Wayne Carter, 44, and former West Memphis Police Officer Sam Malone, 32, were sentenced Wednesday.
They pleaded guilty in September, along with former Democratic representative Hudson Hallum.
In doing this, Carter and Malone acknowledged his participation in a conspiracy to bribe voters to influence absentee votes in the Arkansas District 54 primary, its runoff election, and the general election. All of those events were held between February and July 2011.
Carter was sentenced to three years probation, with five months to be completed on home confinement. He will be restricted to his residence except for his employment.
Malone was sentenced to three years probation, the first 7.2 months of which will be spent on home confinement.
Both men may have to wear an electronic monitoring. They can no longer serve in any capacity as public officials.
I wonder what the bribe was. A six pack? Smokes? Sex?
Hudson Hallum.
Hudson Hallum was a Democratic member of the Arkansas House of Representatives, representing the 54th District from July 2011 until resigning September 5, 2012 after pleading guilty to election fraud.
He was elected in a special election to fill the vacancy created after incumbent Fred Smith (D) was convicted of theft. Smith resigned, but promised to appeal the decision.
LOL, those wacky Democrats.
It only took them three paragraphs to mention the councilman’s political affiliation.

Lies! All lies! Democrats do not commit voter fraud. /s
Anyone ever figure out that the Democrats have their own, national, unionized police force?
What difference does it make(now)?/s The damage is done and they will be “appointed” to high ranking positions.
Same thing as in D.C. These dems with their absolute dedication to the agenda will, if necessary, take one for the team - unlike any conservative.
All that for one measly state house seat. And now, a record to go with it(Not like they care)
