No, the Church is not "a okay," with homosexuality.

The Church statement indicates,

"The Church’s long-established policy for participation in activities is stated in the basic instructional handbook used by lay leaders of the Church: “young men … who agree to abide by Church standards” are “welcomed warmly and encouraged to participate”

"These standards are outlined in the booklet For the Strength of Youth and include abstinence from sexual relationships. We remain firmly committed to upholding these standards and to protecting and strengthening boys and young men."

As I stated, the Church tries to ensure that boys are not participating in out of wedlock sex. The Church has made it very clear that it standards with respect to wedlock or a man married to a woman. Therefore, any practising gay young man will not be welcome.

I understand this...and agree with the Church itself reaching out to try and help these young men repent and come unto Christ siritually.

I disagree that that is going to be possible in scouting because the new policy allows "open" homosexuals to join. In the not too distant future, the Church is going to be sued by homosexual young men and their families, and perhaps the BSA itself when these two policies collide...because they are bound to collide. The BSA decision ensures it.

Ok, I thought the guide on LDS Scouting says that the purpose of the LDS Scouting program is to prepare boys for the Aaronic Priesthood. And that in LDS Scouting, all youth leaders are selected by the bishopric.

What is the means for this to come about and/or the mechanism to make this happen? Serious question.

Home Schooling, Charter Schools, Private Schools...and the tax vouchers to grow all of them (School Choice) is one method, ammong several others.
