The text says that CONGRESS shall make no law. Where does it say the Executive Branch can't?

As a general comment -— Why is the media focusing on the Fox wiretap? I realize this story is about Ailes. But what happened to the CNN wiretaps? That sort of faded away. Hmmm. It seems the backdrop of these stories should be that obama admin is targeting the press - CNN and Fox - and not be limited to Fox.
Ailes would have been wiser to invest in cryptography for his phone lines and emails. OpSec is critical to newsgathering in a liberal run world.
I guess it depends upon whether endorsing John McCain is smart....
