Training covers ‘precise’ situations which are contained and there is a good understanding of what is happening and ‘imprecise’ ones, which are much less controlled.
This is at the extreme end of the imprecise spectrum.
As soon as the armed response vehicle turns the corner and before it has even stopped they have sprung into action.
The man with the knife is sprinting directly at them, he seems determined to get at the officers.
The woman officer driving may have had her Tazer on her lap as she would not risk putting a live firearm on her lap wile she was driving.'

I think it was the shock value of it all that made people kind of stand there like "OMG what just happened". The 9/11 terrorists used similar shocked tactics on the planes they highjacked.
They also didn’t shoot bystanders, like they would certainly do in New York.
What on earth or? Do they need a confession to make the action legit?
In Texas or New Mexico, the bystanders would have almost certainly shot the bad guys before the cops even got there. There would be no way anyone could do that, stand there in the street for 20 minutes, and live to tell about it.
But WE are the crazy ones, not the Brits or the Bostonese who break falafel with the moslem SOBs.

I think the British police should not have firearms. Guns are too dangerous and they might get into the hands of criminals. They should be issued meat cleavers instead. This would reduce the chances of killing an innocent muzzlem bystander.
