The article says it was consensual, but it doesn’t state which one started the affair. It just says they were dating. Maybe it was the 15yo’s fault?

Just as an aside, dating isn’t against the law. In this case the older girl is charged with having had sex with the younger girl.

The age of consent is 16 in most states.

As a basic rule...Anyone over 16 that boinks anyone under 16 will get charged with a crime.

States vary but 16 is key in most states.
