Assuming this is not normal protocol for Presidents, this is most likely related to his hostile, controlling, and very passive-aggressive habit of keeping an entire nation waiting when he shows up late for press conferences.

I ponder the minutia of the logistics of this type of stuff. Those marines are probably standing there, contemplating how they are going to dry out the uniform, without shrinking it, can they get them dry before the dry cleaner closes, and how much does next day cleaning cost.
I hope those on WH detail get an extra uniform allowance, for cleaning and spare uniforms.
