'Ineffective Management' at IRS to Blame for Tea Party Targeting, Report Finds
ABC News ^ | 14 May 2013 | ABBY D. PHILLIP

Ineffective management at the Internal Revenue Service led to certain groups being singled out for more than 18 months based on their names or mission statements, according to an Inspector General report obtained by ABC News.

IRS officials told IG investigators that their actions were not influenced by any outside officials or agencies. The use of inappropriate criteria to screen applicants resulted in significant delays for groups applying for tax exempt status, and also allowed unnecessary requests for information, the report found.

Among the criteria that IRS employees used to flag groups for extra scrutiny was having words like "tea party" or "patriots" in their names, focusing on issues like government spending, debt or taxes, and statements that criticized how the country is being run.

"Criteria for selecting applications for the team of specialists should focus on the activities of the organizations and whether they fulfill the requirements of the law," the IG report found. "Using the names or policy positions of organizations is not an appropriate basis for identifying applications for review by the team of specialists."

Nothing about this makes sense. In what sort of organization could a group of employees ever conclude that could set up far stricter and more demanding standards for groups they disagreed with politically? And apparently a significantly number of employees. Did no one review their work?

The only thing that makes sense is that some higher ups, really higher up, gave their approval to it.

Obama and his senior officials and senior Congressional Democrats attacked the Tea Party in the meanest, vilest way for months.

Isn't that the same as King Henry II saying "will no one rid me of this turbulent priest" just before Archbishop Thomas Becket was murdered?

Of course the IRS people thought they were doing what Obama wanted. They probably thought they would be rewarded for targeting conservatives and especially the Tea Party. Whether he directed the action himself or not isn't especially relevant - Obama made it very clear he did not view the Tea Party as a legitimate political group. And that's the way these IRS people treated them.

Amazing how you crazy right-wingers think there should be some kind of executive who oversees the State Dept, Treasury and DOJ.

Read Sir Ian Kershaw's biography of Adolf Hitler for an answer. Pay special attention to the concept of "Working Towards the Fuhrer."

The IRS targeting stopped immediately following the election. IMO too well coordinated to not have originated with his campaign.

The IG can add his name to the list of those subpoenaed before Congress under oath, on penalty of felony perjury.

Our Founders would string up these evil human beings.

The evil that is in the heart of these Sadistic IRS workers can not be underestimated.

My blood boils because I know d*mn well that the coward blackmailed Boehner will NOT lift a finger to bring these evil humans to justice.

The entire IRS should be disbanded. The IRS parasites should have their pensions revoked and ALL assets seized.

Remember these are the same people that will be at the front lines of Obamacare implementation.

I have no doubt the algorithms will have if clause that will cause Conservatives to be denied care.

Given that this punk hasn't the honor to resign and the media will never cease to defend him, the best I'm hoping for is a good political kneecapping.

He was already treading dangerously close to lame duckery as it was.

Front line career employees would seek to route any sort of surge to the specialists best able to handle selected groups.

If, for example, you wanted to route TEAParty applications so that they'd get expedited handling, you'd send them to someone well versed in chapter type organizations. If you wanted to route TEAPArty applications so they'd get extensive delays, you'd send them to some grouchy ol'gal who was always quick on the trigger with the "you failed to respond with the requested information within 15 days therefore your application has been denied although you may reapply later."

We had one of them in our office ~ she sent those letters TO THE MINUTE of the response time limit.

Because there's more than one way to do this I suspect the guys in Headquarters didn't actually pass on the criteria to the specialists who handled the applications.

That kicks the responsibility up from the staffers to the regional center directors themselves ~ all appointees! Or, as I suggested, directly to the Treasury Department fellows in the same building.
