My thought is that Issa should continue for awhile as he has been effective in building momentum.
If the story continues and it looks obvious that requests for documents and witness are not going to be complied with...that would be the time to announce a select committee.
To do so prematurely will look like a witch-hunt to the public (from whom support will be needed for this whole thing to really go anywhere).
He’s keeping it vague while he does more polling, considers the bribes that are coming in, considers what the WH may try to blackmail him with...

That threshold has long since been crossed. White House, State, DOD and other agencies are withholding requested documents and preventing access to witnesses, per Issa.

Just hand out 10 million more Obamaphones, extend jobless benefits to 5 years, then put the recipient on SSI Disability, give every family an automatic $350 a month in EBT cards, pay off all student loans, and import and register 20 Million more multi-voters. BTW, learn Spanish so you can explain conservatism to illegal aliens.
