I would guess that the Admiral commanding the Stennis Battle Group and the Commander of AFRICOM were relieved of command (although that was polished up later) because they were going to send people in (with or without CBA) anyway.

Shortly afterwards, Petraeus is popped for having a little on the side (commonplace DC practice), and the personnel shuffle began--all CYA for Duh-1--scatter the people in the know, and if they won't play ball, well, DC is a dangerous and crime-ridden town, and the Beltway is a dangerous drive...
