It is. The age of consent in Mexico is 12 and that recently factored into a criminal case in the USA. I can’t remember the specific case but a Mexican man got away with molesting an underage girl because the judge applied Mexican law in the case. It was pretty sad.
The crime wave that has been flowing over our borders is going to shock the American conscious! Kidnapping for ransom and the corrupting of our law enforcement, politicians, and judges will be in epidemic proportions.
