.... I kinda lean towards both scenarios with an inside person either feeding or being allowed to feed info to OPFOR. It gives both sides the desirable position of being able to blame the other for the attacks while at the same time providing evidence to back up both arguments thus leaving both parties somewhat satisfied with the outcome of their event and investigations and bolstering hate towards the others enemies!! I am not saying that is what I absolutely believe is happening .... I'm just saying that there is that possibility. I believe that almost anything is possible until proven otherwise.
.... That said ..... it does kinda make me worried that NYPD and the Feds are planning a Chem/Bio attack simulation in the NY subways this summer. Again ... Not saying anything will happen but it does fall in line with what happened in Boston during their IED/Bomb sweep drill and previous incidents over the past decade or so.
