You don't need a moderator to do that, just hit "click to add topic" at the bottom of the story and type in "breaking" or "frontpage" or whatever you deem appropriate. If the mods wake up and decide it's not worthy they'll pull it off the sidebar.
P.S. I wish people would add more keywords. It makes searching on a specific subject much, much easier.
