executive orders can’t do this. they can’t just create legislation, they are only allowed to be orders for executive agencies. congress can’t allow this.

Congress doesn’t seem to have noticed yet. When they do, maybe something will happen.
Right now some Congress critters are fixated on the lies of Hillary Clinton, others on immigration ‘reform’, and still others on the fast and loose handling of deportations of “person’s of interest”.
John Boehner is an incompetent as Speaker and can’t get his troops in order.
