In designing a federal grant program, one can opt for very general eligibility criteria, to provide certain flexibility, but strictly limit the funding to ensure the grant is narrowly applied. One could, alternatively, detail very specific eligibility criteria, with less restrictions on funding, to ensure grants get where they are intended. Applying very general criteria with loose restrictions on funding, however, is a recipe for potential fraud. This is the exact problem with the proposal dubbed "MarcoPhones."
Last week, Breitbart News' Matt Boyle reported that the 844-page immigration proposal included a grant program providing satellite phones to people living in the "southwest border region" of the country. A Florida reporter dubbed the program "MarcoPhones," given Sen. Marco Rubio's public leadership of the "Gang of 8" immigration negotiations. Several outlets pushed back on the story, arguing that the program was originally proposed by AZ Sen. Kyl and McCain in 2011, after the tragic murder of a rancher the year before. This is true, but only to a point.
In 2011, Sens. McCain and Kyl introduced legislation to increase border security. They included a provision to create a 2-year grant program to provide satellite phones for residents in the "southwest border region." An individual would be eligible for a grant, provided, he or she:
(A) regularly resides or works in the Southwest Border region; (B) is at greater risk of border violence due to the lack of cellular service at his or her residence or business and his or her proximity to such border....

no I agree with you but sadly yet again our stupid party and all our officials have gone for this.
I don’t agree with it either and I hear all the time we can’t send them home, but having gone through immigration I know we can.
We use what legal’s do and that is you go to your own country and you go to a consulate and then apply for a visa and then wait in their own country before coming here and we do background checks and let tem pay their bills and fees like legals do .
That way millions of them can make their way home and go through the proper channels and if they do not in 6 months they then are arrested and sent home with no way of ever coming back legally and we close that border down and keep track of those on visa’s here.

If Rubio gets this monstrous amnesty bill through or becomes president, that will be the end of our country.
I’m no Rand Paulbot, but I am appalled by Marco Rubio and his push for a massive amnesty that will overwhelm our country.
that;s my point though, Paul and Rubio are virtually saying the same, just yesterday as I said Paul came out for what some called amnesty, where does it stop.
Rubio never said this, it was his staffer, also all the GOP nearly now are pushing for this immigration bill and it will pass sooner or later, it’s what is in the bill .
I agree that Paul is bad on amnesty as well. I don’t take it as a given that this bill will pass, though we might as well simply surrender this country if it does.
A pox on both Rubio and Paul on this issue, which should be our number one priority to defeat—and then to find new candidates who will keep it defeated.
We’re talking about 30 million new long-term voters that will go two-thirds to three-quarters Democrat no matter what. That’s an approximately 11 million Democrat voter advantage that the country will never overcome.
