I think it’s classic AQ, but I bet the brothers were the expendable tip of the spear. Remember how OBL laughed when he related that the Saudi muscle on the airliners didn’t know they were on a one way trip?

Speculation on the NET—

The bombers’ car-jacking incident has always seemed odd, since they had cars (and their friends had expensive cars), and they let the “driver” go free. He called the police, and hence they were caught—their mistake for letting him live.

But what if that was actually a set-up?

Their controllers knew they were supposed to commit suicide if captured or at least not be taken alive; so lure them to a meeting, hand them the money and the car for their “escape”, and then tip the police? Problem solved.

That would suit the modus of the drug trade (which might have been financing their terror cell) as well as terror groups.
