Good idea.
However, I'm not sure colleges should receive federal dollars at all.
They should be able to stay afloat on tuition payments and private donations, if they produce graduates who are employable.
Subsidizing only means someone else is forced to pay for a substandard product.

Let's deal with the reality - colleges get Federal dollars. I'd like to see the House tack a rider on the next Education Bill that would deny Federal dollars to any college or University that hires a convicted felon that has killed someone in a violent crime.
Let the Libs squirm over that one ...

Aw, c'mon! How are the high level bureaucrats going to have the college's carpenty staff work on their houses if the colleges don't have the extra dollars?
How are asst. provosts going to hire their girlfriends and the girlfriends use federal work/study dollars to hire students to babysit their kids?
How are the aforementioned asst. provost's girlfriends going to buy computer games and high-end video equipment on the taxpayers' dime?
Please continue to give so corrupt bureaucrats don't have to do without.
