They probably don’t. Just as when, on September 11, they had all the planes grounded, they didn’t know that there were terrorists on any of them. These are the things you do if you suspect a terrorist attack is ongoing.

The government has experience with terrorists detonating bombs with cell phones, by the way. It used to happen in Iraq, before the military started jamming.
