They are in panic mode. Anything will be a device till they know it is not.
Don’t blame them for that. First priority is making sure there are no more bombs (if it was a bomb). Then they need to process the scene.
The medics are the guys with big steel ones. They have to go into the area, triage the wounded, while it might be “active”.
