Congo: We did whatever we wanted, says soldier who raped 53 women
The Guardian ^ | Thursday 11 April 2013 13.43 EDT | Pete Jones in Minova

In a small house on a hill overlooking Lake Kivu, a young Congolese soldier recounts the crimes he and his comrades committed in Minova a few months ago. "Twenty-five of us gathered together and said we should rape 10 women each, and we did it," he said. "I've raped 53 women. And children of five or six years old.

"I didn't rape because I am angry, but because it gave us a lot of pleasure," says 22-year-old Mateso (not his real name). "When we arrived here we met a lot of women. We could do whatever we wanted."

...

On 22 November last year thousands of exhausted, battered and bruised Congolese army troops descended on the town having just lost a battle with the rebel M23 fighters in Goma, the main city in eastern Congo some 30 miles away.

Their retreat was haphazard and chaotic. The soldiers were embarrassed, angry, upset and out of control; their commanders had disappeared and the battalion and regiment structures had disintegrated.

When they arrived in Minova they were drunk, hungry and violent. The locals suffered two nightmarish days of looting, rape and murder before the army restored some discipline among its troops.

Way back about 1995/96 when the internet was new. The UN weather guys were trying to get some simple monitoring stations set up in the Congo (I think it was still Zaire) but a war was on ~ which has been going on since that time in 1956 the Belgians came back, killed a bunch of people, and set Kensasha/Katanga up as a seperate country.

The whole area of Republic of Congo, and Zaire had no more than 3 radio sonde stations at airports ~ which wasn't a whole lot of coverage for what they used to call 'the lungs of the world' ~ and the rebels, or the regular army, or both had managed to attack one of those stations and EAT the attendants.

The UN guys were panicking about not being able to get anybody to work there.

That's a long time ago as far as the net's concerned, and you'll notice THAT IS ALSO BEFORE GOOGLE.COM!

I remember the story well since we debated the problem extensively on the old Doonesbury.com website ~ had 4 discussion boards, with a 5th secret board on the select few could access. We had a UN weather guy on the board too.

Good luck finding the story. Henson over at NASA was involved. He knew about it, and that's one of the reasons he dropped AFRICA from all the climatological models used by the UN. The data is garbage from there, but the attendants at the radio sonde stations, so I have heard, made a fine stew!

I have tried for several minutes to respond to this quote.

The world has always been a brutal place and things like this have always happened. That said, these were soldiers of their country. When the Europeans randomly drew national boundaries with no thought to local cultures they set the whole continent up for a hundred year of failure.

This is why the word monster came into being.

90 million Americans have some hardware that says “no”.

This fellow was evidently with the national army. He wasn’t some bandit.
This isn’t a breakdown in military discipline, this is a breakdown in humanity. They should not be treated like humans. They have forfeited their humanity. Shoot them like mad dogs. Even the big make-believe liberal hero Atticus Finch in TO KILL A MOCKINGBIRD understood that you can’t argue with mad dogs, you just shoot them.

How about we stick a high caliber rifle up his butt and pull the trigger? That’d be a LOT of fun, tee-hee. That would be after we apply napalm to his favorite “weapon” and set it on fire. Then he could really lay claim to being “HOT STUFF”, mmm mmm mmm.

Africa is too large to be given blanket statements. What’s true for sub-saharan Africa is not true for Ethiopia or Berber-Arab North Africa —> they have their own problems, but different ones..

The problem is when a people that are backward meets a "higher civilised" people, the former decay naturally -- either they completely jettison their former "culture" and adopt measures of the superior culture or they decay

Case in point from antiquity: when the Germanics or Slavs or Balts came in contact with Roman culture (later Catholic and Orthodox-Byzantine cultures respectively), the ones who held out like the ruler of Northumberland, lost out. The new Germanics, Slavs and Balts threw out their old "culture" to a large extent such that we hardly know much of pre-Christian Slavic religion or Baltic culture for instance

The cultural power of Rome was too powerful: linguistic, religious, political, cultural, etc.

In the east you can see this in South-East Asia, specifically Indonesia-Malaysia which converted first to Hinduism, then Buddhism, then Islam by missionaries from the cultural super-power of the Indic states (mostly Dravidian)

Post the 1500s, when Europeans first came to India they were civilisationally slightly behind, but that changed by 1775 and the battle of Plassey -- Europe's industrial revolution pushed it ahead of Indias.

Civilisationally, Europe lead India and China in the 1800s, but only slightly, hence no jettison of culture.

In contrast, when Europeans came to the Americas or Australia, the primitive cultures had to decay -- and men became drunks under the pressure of being "losers in the civilisation game".

In Africa we see that in East Africa, along the coast, the people became Arab in all but ethnicity and deeper inland their culture were at the same level as aborigines (with notable exceptions of course in Ghana and possibly Great Zimbabwe) -- the Congo with its terrain did not lead to civilization and hence we had a very primitive people suddenly getting the weapons of civilisation.

The "people" of Congo can be civilized, but not the "peoples" -- meaning that as individuals, if they jettison their older culture completely, they can be civilized (their culture cannot hope to catch up with the rest of the world now, it lags too far behind), but the nations can not.

True, there needs to be a complete re-org of Africa

For instance, the Tuaregs need a separate homeland rather than being spread among nations

or in the Congo (could only find a linguistic map, but it shows that Kivu is closer to east africa than to west-southern:
