Actually this is what I was really looking for as I remember seeing the video on TV.
I always wondered if the “I will sign it if Congress put it on my desk” was a promise... or a warning.

It has been some time now but my old memory is that I heard him on TV say he “promised” to sign it if Congress put it on his desk. I searched for a video of it but the one I linked is the only one I found. Hard to say if he meant it as a warning.
