Remember, in NY a possession or carry permit may be revoked at any time for no reason. Permit issuance is at the sole discretion of the issuing judge, and may be reversed at any time without cause and without notification.

Not my forte, but I believe that cordite and other propellants break down in moisture, or simply oxidize over time. So I guess storage would be an issue. That's why the Silica Gel sold out before the Ammo did.
