EXCLUSIVE - U.S. to let spy agencies scour Americans' finances

(Reuters) - The Obama administration is drawing up plans to give all U.S. spy agencies full access to a massive database that contains financial data on American citizens and others who bank in the country, according to a Treasury Department document seen by Reuters.

The proposed plan represents a major step by U.S. intelligence agencies to spot and track down terrorist networks and crime syndicates by bringing together financial databanks, criminal records and military intelligence. The plan, which legal experts say is permissible under U.S. law, is nonetheless likely to trigger intense criticism from privacy advocates.

Financial institutions that operate in the United States are required by law to file reports of "suspicious customer activity," such as large money transfers or unusually structured bank accounts, to Treasury's Financial Crimes Enforcement Network (FinCEN).

The Federal Bureau of Investigation already has full access to the database. However, intelligence agencies, such as the Central Intelligence Agency and the National Security Agency, currently have to make case-by-case requests for information to FinCEN.

The Treasury plan would give spy agencies the ability to analyze more raw financial data than they have ever had before, helping them look for patterns that could reveal attack plots or criminal schemes.

The planning document, dated March 4, shows that the proposal is still in its early stages of development, and it is not known when implementation might begin.

Financial institutions file more than 15 million "suspicious activity reports" every year, according to Treasury. Banks, for instance, are required to report all personal cash transactions exceeding $10,000, as well as suspected incidents of money laundering, loan fraud, computer hacking or counterfeiting.

"For these reports to be of value in detecting money laundering, they must be accessible to law enforcement, counter-terrorism agencies, financial regulators, and the intelligence community," said the Treasury

Maybe our 'leaders' think on such grandiose levels because we - taxpayers - build palaces for every 'department' in Washington DC.

The grandness of our buildings in DC was valid for men like Washington, Jefferson, and Lincoln - but that type of grandness is wasted on the used car salesmen types we send to Washington now...

Time to get real...

Didn't the Fourth Amendment use to protect us from crap like this? I guess I missed the news that it had been repealed.

The Fourth has been dead [or as close to it as possible] for a while; the recent USSC ruling that "police dog = search warrant" was merely holding the pillow over the face. -- The War on Drugs has always been deleterious of the fourth, and with the TSA the government has been conditioning people to sit-down-and-shut-up. In fact, TSA was a brilliant (even if utterly evil) piece of work: they conduct Fourth Amendment violations as a mater of routine and anybody who dissents is silenced... usually by their fellow citizens.

Universal Suffrage is giving all citizens the right to vote via Constitutional Amendment in direct contradiction to the intent and warnings of the Founding Fathers.

They intentionally did not put a right to vote into the Constitution because they knew that the sovereign States should determine who could vote,and that stupid lazy demented parasites in particular should be banned from the polls.

In fact and to this day, there has not been an amendment passed that would prohibit a state from disenfranchising any resident who is on welfare or who collects unemployment for a ridiculous amount of time.

The ball is in the court of states like Texas and Idaho and the Dakotas to lead.

*sigh* -- I suppose I should have included a sarc-tag or smiley.

At the first the system was set up so that landowners and those paying a poll-tax could vote; under the assumption that only those paying into the system should vote. Then that requirement was dropped and it was open to men, which was not in itself a bad thing -- it had the effect of giving all the heads-of-household a say in the system. But by allowing women to vote (universal suffrage) there was a de-focusing of familial-responsibility and refocusing on the individual (not even responsibility, just the individual), it is that which has allowed for the development of ever encroaching federal government via social programs (just look at the extortion-power wielded by merely suggesting that Social Security won't be paid out).
