Truthfully, it's 3rd hand.

A friend at work has a friend that's a machinist at a plant that makes tooling for ATK ammo plants. In that role, he's allowed to buy ammo for half-price, but they sent around the letter yesterday saying they (and private sellers) have to go to the back of the line.
