I agree that both were targeted - but IMHO the fuel supplies were what really hampered the German military. The Luftwaffe couldn’t fly all the planes they had, for lack of fuel. And when Hitler launched the Hail Mary! attack creating the Battle of the Bulge, his plan was predicated on the capture of American fuel supplies to sustain their advance. That tells you just how bad off they were for fuel!
